Rajbari electricity meter reader embezzles nearly Tk 2 million from 400 customers, victims demand justice

A meter reader of West Zone Power Distribution Company Limited (OZOPDICO) in Rajbari has allegedly embezzled nearly Tk 2 million by collecting payments using fake bills over the past one and a half years. The accused, Md. Moktar Biswas, who served in Alipur and Shahid Wahabpur unions, collected cash and mobile banking payments from hundreds of customers while issuing counterfeit receipts with forged bank seals and signatures.

Victims reported sudden notices of arrears amounting to lakhs of taka despite paying bills regularly. For example, Korban Gazi was told he owed Tk 133,000 for 15 months, and Zahirul Islam was informed of Tk 212,000 outstanding dues despite making regular payments. Van driver Babul Sheikh is being asked for Tk 75,000, leaving him distressed.

At least 50 victims filed a written complaint with the Rajbari Deputy Commissioner on July 2, detailing that Moktar embezzled around Tk 2 million from 400 customers between October 2023 and June 2025. Following complaints, Moktar has been dismissed and a police complaint has been filed, though Rajbari Sadar Police Station returned an incomplete charge sheet for revision.

Deputy Commissioner Sultana Akhter confirmed she is taking the matter seriously and has instructed immediate action. Victims are demanding a fair investigation, punishment of those involved, accountability from the electricity department, and waivers of the fraudulent arrears imposed on them.
